The Pepperjack Press e-zine exists not just for the sake of publishing authors, or reading fun stories, but also for the sake of author feedback. Currently, every rejected manuscript receives feedback as to why it was rejected. This feedback appears in the periodic blog (which can be found here, or on the front page).

Pepperjack Press began its life as a short story contest, and the winners are still displayed in the archive, but the submission fee, prize, and restriction to one winner a month have all been dropped.

There is no payment for being published at the site--no money in, no money out--but the feedback guarantee is fairly unique to this e-zine, and can definitely be worth it for unpublished authors.
